We are seeking an experienced Commercial Quantity Surveyor to manage the commercial, contractual, and financial aspects of construction projects. The candidate will be responsible for cost control, contract administration, client billing, subcontractor management, variations, claims, commercial reporting, and final account settlement.
The ideal candidate should have strong UAE experience in pre-contract and post-contract quantity surveying, FIDIC contracts, BOQ management, cost planning, commercial management, claims, variations, and project financial control.
Review contracts, tender documents, BOQs, drawings, specifications, and project scope.
Manage all commercial and contractual activities from project award through final account settlement.
Prepare and submit interim payment applications, monthly valuations, progress claims, and supporting documents.
Follow up with clients and consultants for payment certification and outstanding receivables.
Evaluate, certify, and process subcontractor interim payment applications.
Prepare subcontract agreements, work orders, commercial terms, and payment conditions.
Identify, evaluate, price, and submit variations, change orders, and additional-work claims.
Maintain variation logs, claim registers, payment trackers, subcontractor registers, and commercial records.
Prepare contractual notices, claim notifications, commercial letters, and supporting documentation.
Perform accurate quantity take-offs, BOQ preparation, remeasurement, and rate analysis.
Monitor project budgets, committed costs, actual expenditure, revenue, cash flow, and profitability.
Prepare cost-value reconciliation (CVR), cost-to-complete forecasts, monthly commercial reports, and budget updates.
Identify potential cost overruns, contractual risks, commercial exposure, and opportunities for cost savings.
Support tendering, procurement, RFQ preparation, bid analysis, and subcontractor selection.
Evaluate supplier and subcontractor quotations and prepare commercial comparison statements.
Negotiate rates, commercial terms, variations, claims, and final accounts with clients and subcontractors.
Review purchase orders, material costs, subcontract values, delivery records, and project expenses.
Coordinate with project managers, planning engineers, site engineers, procurement teams, consultants, clients, and subcontractors.
Support extension-of-time claims, prolongation cost claims, disruption claims, and loss-and-expense claims.
Maintain complete records of site instructions, approvals, correspondence, measurements, and contractual events.
Ensure compliance with FIDIC conditions, contractual obligations, company procedures, and UAE construction practices.
Manage project close-out, final measurements, subcontractor reconciliation, and final account negotiations.
Required Qualifications
Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
Minimum 4 years of UAE experience as a Commercial Quantity Surveyor or Quantity Surveyor.
Strong experience in main contracting, subcontracting, civil construction, structural steel, infrastructure, or industrial projects.
Proven knowledge of pre-contract and post-contract commercial management.
Sound understanding of FIDIC contracts, UAE construction contracts, and standard methods of measurement.
Strong experience in client billing, subcontractor billing, variations, claims, cost reporting, and final accounts.
Ability to read and interpret architectural, structural, civil, MEP, and shop drawings.
Proficiency in Microsoft Excel and quantity-surveying or cost-control software.
Strong commercial awareness, numerical ability, negotiation, reporting, and communication skills.
Ability to independently manage the commercial requirements of multiple projects.
